Description: An old city which has seen its share of devastation and rebirth. Founded as Point City due to its unique geographic foundation, Steel City's heart marks the merging of two rivers producing the beginning of a third. These rivers allowed commerce and production of trade goods to flourish. By the early 1900s Point City was producing 78% of America's Steel. This flourishing industry was behind the renaming of the City. By the First World War, point city was no more. In its place stood the Mecca of modern manufacturing...Steel City.
Steel City's prosperity was only matched by its eventual demise. Years of Steel production fueled by coal darkened the sky. The air became thick and started to take its toll on the populous. With reluctance the Steel industry made efforts to clean up its act. However the damage had been done and Steel City was nick named Hell's Cauldron.
Steel City's environment did recover eventually, but clean air sanctions and waste disposal laws hurt the overall production quantity and quality. As the years rolled by American Steel started to become too expensive as the industry was heavily taxed. Foreign steel though inferior was cheaper. By the 80s Steel City was on the verge of economic death. Production was the chariot that carried the city through the years and gave great wealth to some of the oldest families in the country. This wealth was the foundation of Steel City's next rebirth. A new form of enterprise opened the doors of the city once more. Financial markets were created to take the stagnant old money from the steel era and revitalize it. The rich got richer and gained new power. They redistributed this money back into modern industries, Think Tanks, and new fields of scientific discovery. New industrial parks were created to house the new foundation. Though Steel City once again flourished underneath the polish and in the dark alleys still ran the fiery blood of Hells Cauldron.
Currently Steel City is home to some of the most advanced robotics research on the planet. It is home of one of the most prestigious universities to study technology and science. Steel City also houses the headquarters to some of the largest and wealthiest financial institutions in the world.
What Lies beneath?
Even though the city has tried hard through the years to clean itself up a dark element has always existed and thrived. During the "Dark Days" the constant cloud of black air that hung above the city created a sinister environment. The darkness seemed to affect the most noble of men, turning them into deviates and thugs. During this period the police were too few in number and to corrupt to stop the violence. Most of the Steel Companies hired Pinkertons and other personal Law Enforcement to keep there local populace from killing each other.
As the "Dark Days" ended the crime became more subtle. Thugs and Assaults took a back seat to the age old tradition of thievery. There was a time when the largest surge of money for the lower class was the selling of the goods they pilfered daily from the assembly lines.
The modern day Steel City still has its share of thieves and brutes. The fringes of the city which were once lively house the decrepit remains of the old industries. Abandoned Steel Works, Factories, and warehouses dot the landscape. These places are now home to vagrants, criminals, and forgotten ghosts. If one wants to see crime they simply need to follow the streets till the buildings turn black and desperation haunts the faces of the residents.

Through Steel City’s history it has seen its share of eccentric bad guys and do gooders. From gangs of thugs to the costumed criminal, this is a brief recap of the cities past and present.

The Pounders - Founded in the late 1800s this gang was created to protect the polish steel workers. All the members were originally polish and all carried a smith’s hammer for protection. It was not till the early 1900s when this gang turned to crime. Though they stuck to mugging and assault they were disbanded when a majority of the members were drafted to fight in the First World War.
Riverside Boys - The early 1900s seen the beginning of Steel Cities oldest active gang. Due to the large population boom of teenage boys who were too young to work in the steel works but to old to be children, this gang was founded. Started by a career criminal who knew how to cater to the confused youth of the day. Starting small new members generally stick to mugging and robbery. As a member becomes a veteran they must due more to survive. To achieve the highest rank in the gang a member must kill. Though random slayings do happen generally the Gang Leader will grant you this passage by giving you a target. Father as the gang leader is called is a mysterious figure. No member has every given up his name or even a description. Through the decades the gang has survived. Even though times change this gang seems fairly stable. Farther still runs the show and he still targets young men.
Hammer & Anvil Society - Founded by former Pounders on there return from the war. Learning from past mistakes this society used its numbers to extort money from local merchants. By considering themselves a society rather than a gang they tried to justify there deeds as the betterment of the city and its merchants. Though the original society disbanded after the death of its founder over the years other gangs have used this name.
Steel Disciples - Hardened Steel workers got tired of union corruption and united under this banner. Though they only committed crimes against the wealthy, their brutality kept them from being heroes. During a labor dispute between the rail road and the workers union, they crucified the rail roads representative using rail road ties and barb wire. Since the heart of Steel City moved away from production the Disciples has all but vanished. Though rumors that they still dispense there brand of justice on the wealthy and prosperous still exists.
The Monopoly - When the Rich and Powerful get bored, they tend to due things that don't make sense. The Kings of Steel of City had weekly meetings. They would talk about money and politics. One evening during the normal cigar and brandy session a secret order was proposed. An order that would use all the assets of its members to control every market in the world. Steel was pretty much a lock, as was Coal and Coke. It started simply enough. The group bought out who they could and forced the rest out of business but when push came to shove they quickly learned that brute force has no equal. Being over confident allot of the members decided to step up and get the job done themselves. Unfortunately most these rich men were in poor physical shape. This lead to them getting beaten and arrested in most cases. The Monopoly fell apart as quickly as it was assembled.
Bessemer Boys - Not too much is known of this gangs origin. It was small but deadly during its heyday. Using advanced chemistry and metallurgy they used torches to get the job done. Known for extortion and arson they were responsible for the great fire of 1937. The fire destroyed a large portion of the residential sections of Steel City. The gang was arrested by the intervention of Steel City's first public Super Hero. In present day it seems a new gang of fire bugs is slowly building credibility under this name.
Criminals of Note:
Union Breaker - Cole Jacks worked for the Pinkerton agency for 10 years. Being stronger and tougher than an ordinary man, he accepted the identity of Union Breaker openly. He would be sent in during Union meetings to rough up the leadership. Union Breaker worked on disabling the Steel Workers union till he was beat by Mighty Joe Magarac. During his attempt to kill the Union Leader by throwing him into a vat of molten steel Mighty Joe emerged from a furnace and beat Union Breaker. Not one to take defeat Breaker attempted a last ditch attack but lost his footing and was incinerated.
Man Machine - Joseph Cadwell was a promising inventor. Using the new improved Steel along with the latest in alcohol fueled engine he created life like suit of armor. Hoping to sell his armor Joseph worked hard trying to find a buyer. A tragic accident occurred when Joseph had his skin crafted to the suit. Going insane from the pain he soon came to the conclusion that he was now superior to any man. He tried to replicate his accident on others but ended up killing a large number of people. Man Machine was defeated by the "Steel Phantom" and cast into the river. It is believed that he drowned but he was never recovered.
Sir Wealth - William Talbut the Third had notions of ruling the world. He forged alliances with other rich and powerful men to form The Monopoly. Wearing a steel set of armor and armed with a sword William created Sir Wealth. He attempted to intimidate and force merchants to sell to him Unfortunately William did not know how to use a sword and the armor slowed him down to much to get away from his angry assailants. Sir Wealth was no more after William died shortly after his incarceration.
Steel Stud - Ron Perks had his career destroyed when the NFL screened the Steel City Girders for performance enhancers. Having enough in his system to enhance an elephant didn't help matters. Angry and desperate he went to a local research facility to find a better way to enhance himself. Receiving black market cybernetic augmentation Ron became stronger, faster, and tougher than he could ever imagine. Given he long abuse of drugs most of the senses he sacrificed had been dead for years. It didn't take long before Ron decided to turn to crime. He quickly assembled wealth and reputation as the Steel Stud robed bank after bank. It didn't take long for the local hero population to take him down. Currently Steel Stud is working his way back to Steel City after a quiet jail break.
Lord Burn - No one knows who Lord Burn is. After reestablishing the Bessemer Boys he has used high tech weaponry to cause trouble in Steel City. Currently several heroes claim they are hot on his trail but he so far has evade capture
