Hello Peoples:
I've noticed something a while back when we were creating a lot of NPC's for PMikey's Vanguard City Game in Mutants and MasterMinds, and I've noticed it again now that People are creating N.P.C's for Mighty Protectors RPG.
In Mutants & Masterminds People were creating a lot of Power Level 10 characters with 150pts, which is the framework for a newly minted Character of PL10. Now as long as any of these Heroes / Villains has seen any action, had and amount of a career in Heroic / Villainy, they should have accrued at lease a couple of experience points and had some character growth / Improvement of Stats / Powers / combat ability. I can understand if the Hero / Villain just gained his or her Powers/ Super villain Status and is facing the PC as there very first "trial by fire" that they would be at PL10 & 150pts. the Number don't really matter they villain could be a PL8 with 120pts it still doesn't make sense. A 150 point character other than a PC should not have the base amount of points right out of the gate.
Same thing goes for the Mighty Protectors RPG. For example PMikey recently re-created the Iron Legion, Impasse and his Crew are supposed to be Experience Villains with Histories and Exploits both successful, and otherwise, they should be over the recommended 150 points given at initial character creation for PC's. If Nothing Else they should be picking up a a level of two of the "Experience Levels"Ability. Heck for 5pts the can get +1 defensive bonus and +1 Task Save. at 10pts you gain a +1 to Hit.
I Know that PMikey and some trouble fitting his Vision of Impasse in to 150 Pts, thing is he really didn't have to. when Impasse was Created his was not Created as a 1st level Character in Villains & Vigilantes I believe he started at 5ht level, perhaps 8th. All I know is that he all by his lonesome was able to hold out and basically Walk away from a bunch of 2nd & 3rd level Characters, that's why we were Afraid of him. He was A Bad ass who had been around for a while. And I'm not Picking on him, I have far too much respect for his Creativity and Knowledge of superhero gaming to do that; and I've seem a lot of other people do this, and it never made sense to me.
